Learners are given a complex problem to solve/address.

Outreach programs that encourage participants to solve problems with guidance are considered inquiry based. On the Outreach Survey, field stations indicated if each program 1) guides participants as they solve a problem and/or 2) asks participants to explain or justify their work. If one or both of these criteria are met, the program utilizes an inquiry-based learning approach.
